Wyle's Letter of February 16, 1993 - Notification of Potential Deviation of a Basic Component Gentlemen: !
This letter is intended to support Wyle's closure of our February 16, 1993 letter. The following are a list of corrective actions performed by Wyle:
- 1. Notified Georgia Power through Wyle Notice of Anomaly No. 4 (see attached).
- 2. Revised Wyle Report No. TPQ-TR-91-16 and Certificate of Conformance (CoC) to correct the part number and affected Wyle bar codes. The part number (P/N) qualified and documented is now Bussmann Neutral P/N NNB.
- 3. Georgia Power may use the Bussmann P/N NNB in non-rejection fuseblocks and is not required to return the neutrals supplied on May 10, 1991. Wyle has furnished Georgia Power revised CoCs ;
to document the correct Bussmann Neutral P/N NNB.
- 4. To fulfill the original contractual commitment, Wyle haa purchased, received, inspected, and functionally tested the Bussmann Neutral P/N NNB-R. The NNB-R successfully completed the inspections and functional testing. Wyle prepared a Coc and shipped a quantity of (50) Bussmann Neutral P/N NNB-R in accordance with Georgia Power's P.O. requirements.
In summary, this letter documents the necessary actions Wyle has taken to correctly certify the Neutral P/N NNB supplied on May 10, 1991 and provide the contractually committed Neutrals, P/N NNB-R to

Wyle Purchase Contract 4-1653-P ordered a quantity of 60 model NNB-R neutrals.
Per Wyle Qualification Plan TPO QP-91-16, Revision A, Paragraph 2.3.1, "All equipment within the same model number shall be alike in those characteristics which would affect their intended functional performance, shall be serialized, have the correct part number, appropriate manufaClurer certifications, and no sign of physical damage.*
DESCRIPTION OF ANOMALY:
The neutrals do not have the correct part number. The items are marked, "THIS IS NOT A FUSE NNB", and the I manufacturers certification lists the part as model NNB. The Wyle Bar Codes on the packaging, Wyle Test Report l I
TPQ-TR-91-16, and Wyle Certificate of Conformance (COC) incorrectly identify the neutrals as NNS-R.
DISPOSITION COMMENTS
- RECOMMENDATIONS The NNB neutrals are dispositioned "USE AS IS* since Wyle Test Report TPQ-TR-91-16 documents successful qualification of the neutrals to the requirements of Wyle Qualification Plan TPQ-QP-9116, Revision A. The Wyle bar codes, report, and COC shall be revised to correct the part number from NNB R to NNB.
A lot of NNB-R neutrals shall be obtained, receiving and homogeneity inspected, and functionally tested (DC resistance measurement) in accordance with Wyle procedure NEO 407 Revision B including IPR-1. Upon successful completion of the inspections and functional tests, a quantity of 50 model NNS-R neutrals shall be shipped to Georgia Power with the appropriate certification. Georgia Power Purchase Order 7005896, Change Order No. 5, exempts the NNB R neutral from environmental and seismic qualification.
