l Gentlemen:

i 10CFR55.31(a)(4) requires that in applying for an operator or senior operator license, "An authorized representative of the facility licensee shall certify... [the) details of the applicants qualifications, and details on courses of instruction administered by the facility licensee, and describe the nature of the training received at the facility, and the t

startup and shutdown experience received."

10CFR55.59(c) provides the requirements for an operator requalification program.

Both Part 55.31 i

and Part 55.59 contain provisions for a facility licensee to certify that h

operator' license applicants have completed an NRC approved program based

+

on a system approach to training in lieu of the stated requirements.

On March 19, 1987, NRC issued Generic Letter 87-07 which provided the option to substitute accredited training programs for initial and requalification training programs previously approved by NRC.

In' accordance with this guidance, GPC hereby exercises this option and certifies that - the initial and requalification license training programs at Plant E. I.

Hatch are accredited and based on a systems approach to training.

Accreditation renewal was granted on September 21,

1989, by the National Nuclear Accrediting Board.

As additional information, during the weeks of September 11 and 25,

1989, NRC requalification examinations were administered at Plant Hatch.

The program was rated as satisfactory.
