PROGRAM FOR PLANT HATCH Gentlemen:

On February 24, 1988, Georgia Power Company (GPC) submitted a revised Inservice Inspection and Testing (ISI/IST) Program for Plant Hatch Units 1 and 2. -Since that submittal, GPC received a Safety Evaluation Report (SER), dated June 22, 1989, from the NRC addressing the ISI Program. Also, in a telephone conversation with the NRC staff on December 5, 1989, GPC received verbal feedback regarding the prcpased IST program. Based on this discussion, -GPC hereby submits revisions to both the ISI and'IST programs.

The program document has been split into separate ISI and IST documents for convenience. The ISI program has no significant changes but '.aes update the relief request status based on the NRC SER. The IST program has been modified per your verbal comments and reviewed against Generic Letter 89-04, " Guidance on Developing Acceptable Inservice Testing Programs."- ,

Georgia Power Company requests the NRC review and approve the IST program for Plant Hatch. However, as discussed with the staff, GPC intends to implement the program while awaiting the SER. Our schedule calls for

  • IST-related surveillances performed after . January 1, 1991, to be in conformance with the revised program by the end of 1990. An exception may be taken for procedures requiring validation during cold shutdown (conditions permitting) or during the Spring 1991 Unit 2 outage or the Fall 1991 Unit 1 outage. Five copies of both the ISI and IST documents are provided.
