Dear Sir:

On April 24, 1986 Delta Controls (formerly RTE-Delta Corporation) informed the Nuclear Regulatory Commission of a potential defect with twenty-six (26) G.E. Type NGA15AG3 relays. These relays are installed in generator control panels manufactured and assembled by RTE Delta.

These panels form a part of the emergency diesel generator system supplied by Transamerica Delaval Inc. to Georgia Power Company.

This letter is intended to clarify the sequence of events leading to the above mentioned 10CFR21 notification.

The subject relays were incorrectly wired during panel manufacture and may have sustained damage during on site functional testing. These relays were returned to Delta for examination and test on April 14, 1986. Testing was successfully accomplished by Delta on April 18, 1986 and instructions were given to Delta for shipment of relays to the site; Delta provided certification of test at that time. It was not until after this shipment that General Electric suggested additional tests be performed and that Delta Controls informed Transamerica Delaval and the NRC of the potential problem.

We are continuing to work closely with both Delta Controls and Georgia Power Company to resolve this issue as quickly as possible.
