This is to provide advance copies o f information requested by the Report. NRC staf f in reference (a) regarding the Byron Environmental Attachment A to this letter contains responses to the several parts of NRC question 371.9 regarding floodplains management. This information will be incorporated into the Byron Environmental Report in the next amendment. No response is being provided to NRC question 371.10 regarding the radiological consequences o f a liquid pathway release from a postulated core melt accident. The NRC has addressed this issue in the Draft Environmental Statement (DES). Comments on that analysis will be submitted with the rest of our comments on the DES. 1 i- RESPONSE l i 1 The Byron Station is located,in the Rock River. Basin. A 1 detailed description of the Rock River drainage basin and l its tributaries is given in Byron St,ation ER,(OLS) Section 2.4.1.2, and Figures 1,4-1 and 2.4-2. Figure 1 shows the flood prone area of the Rock River in the

vicinity of Byron Station. This figure was reproduced from - United States Geological Survey flood prone area map for Oregon, Illinois, Quadrangle, 1975. Figure 2 sh'ows the i flood hazard area of Rock River and its tributaries in the 1 vicinity of Byron Station due to one percent chance flood. ' This flood hazard area was delineated by the Federal Emergency Management Agency, Department of Housing and Urban Development, 1978. Figures 1 and 2 show the precon-struction flooded areas. - I The plant afea and the river screenhouse which are located in ! or near the floodplains of the Rock River are also shown in Figures I and 2. I. t is evident fron Figures 1 and 2 that the a plant area does not alter the floodplain of Rock River or its tributaries in the vicinity so as to affect their flood prone O areas. Plant area is on or near a ridge area.
The river screenhouse, located on Rock River approximately five miles upstream of Oregon Dam, encroaches on the Rock River floodplain as shown in Figures I and 2. The effect of river screenhouse, on the one percent chance flood level in the Rock River at the location of the river screenhouse. - was evaluated by backwater analysis. The details of input data to the backwater analysis is same as that described - in Section 2.4.3.8 of Byron Station FSAR. The once-in-hundred year discharge at the river.screenhouse is 62,600 cfs (Table 2.4-6, FSAR). The one percent chance flood level
- at the'screenhouse,under natural conditions is 684.2 ft.
and the corresponding level with the river screenhouse in place is also 684.2 ft. This shows that there is no effect of river screenhouse on the one percent chance flood level in the vicinity of the sc eenhouse. . Figure 3 shows the river cross-section at the screenhouse with and without screenhouse. At elevation 684.2 ft., the cross-sectional area under natural conditions is 22,884 sq. ft., and the area with screenhouse in place is 22,248 sq. ft. Thus, the river screenhouse reduced the cross-secticnal area of the river under one percent chance flood condition by only 2.0 percent. This reduction in area is in the left overbank section and. hence, it does not have any significant effect on the water IcVels upstreat or downstrear of the screenheuse.
n It is clear from the above discussion that Byron Station 'and in particular the river screenhouse do,not alter either flood flows or flood levels, both upstream and downstream of screenhouse. No debris is or will be generated and disposed of into the waterways from the Byron Station facilities. Debris accumula-tion at the plant structures is not expected and, hence, there would be no potential effect on flood prone areas. e e e
