During the annual emergency response' exercise, the NRC inspection team noted that the control rom failed to emplete notifice.tions to _ state and 1 local authorities within 15 minutes when both the notice of unusual event !

minutes after the declaratio i GUIE STATES [7TILITIES COMPANY'S RESPONSE -i The delay in notifications of offsite authorities arose because of two separate problems. The first problem was in delivery of the ~tDUE message and is attributed to the software of the simulator cmputer being different frm that of the control rom cmputer. This difference created operator difficulties which caused the delav in the tCUE notification. The delav in the SAE noti.fication was caused by one of the parishes not receiving the notification message when transmitted. The message was read to that parish over the batline when the message verification was performe We software in the simulator hr been changed to duplicate the software in the control rom. Further anticipated software changes include:

The problem with sme stations not receiving a message because the remote

off line. As a result, when a message is transmitted, the printer will not react and print the. message. A test station has been used to evaluate an-uninterruptible power supply (UPS) for the micro-processor. '1he UPS keeps

Deddens, dated April 5, 1990 DESCRIPTION During the annual emergency responso exercise, the NRC inspection team noted that a slte area mergency (SAE) was announced in the TSC at 10:22 However, site evacuation announcements over the plant public address system and the ac4M evacuation of site personnel did' not begin until 10:45 a.m., whlen was 23 minutes late In addition, personnel accountability after the site evacuation did not take place within_ the 30 minutes established by NUREG 0654, section J.5 and by the RBS Dnergency Plan. GULF STATES UTILITIES COMPANY'S RESPONSE The delay in performing personnel accountability was caused by tm factor The first was the delay in announcinq the protected area evacuation for 23 /

minutes fran the time of the SAE declaration. %is delay was attributed to a comunications misunderstanding between the Emergency Director (ED) and Security Coordinator (SC). The ED is directed by EIP-2-026, " Evacuation",

Revision 3, Section 4.2.1, to coordinate the evacuation with the SC and the Radiation Protection Coordinator (RPC) prior to the announcement. Wis was done and the ED stated he was going to- make the- announcement but then became involved with other matters.
