office, R. M. Pelton of the Office of Nuclear Reactor Regulation (NRR), and an

NRC. consultant during the period July 23-26, 1990, of activities authorized by
HRC Operating License NPF-47 for the River Bend Station, and to the discussion
- of our findings with you and other members of your staff at the conclusion of

the inspection.

The area examined during the inspection was that of training and qualification
i
effectiveness. Within this area, the inspection consisted of selective
- examination of procedures and representative records, interviews with
i
personnel, and observations by the inspectors. The inspection findings are
documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were
identified. However, we noted that your inability to acquire and retain
seasoned instructors with substantial operations experience was apparently
affecting the quality of operator training, and that a shortage of trainers
.
prevented instructional materials from being updated in a timely manner.
Also, simulator deficiencies prevented significant portions of the system from
being used'in-training.
