SUBJECT: ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL

INSPECTIONATRIVERBEND(50-458/90-200)  :

We are forwarding the report of a special electrical distribution system ,

functional inspection (EDSFI) perforeed May 21 through June 22, 1990, involving - J

activities authorized by Operating License No. NPF-47 for the River Bend

Station. The Nuclear Regulatory Comission (NRC) staff from the Special

Inspection Branch of the Office of Nuclear Reactor Regulation conducted the

inspection. An exit sweting was held on June 22, 1990, during which we cis-

cussed the team's findings with you and other members of your staff.

The areas examined during the inspection are discussed in the enclosed copy of

our inspection report. The inspection team assessed the desi implenentation

andtechnicalsupportoftheelectricaldistributionsystem(gn,). EDS The inspec-

tion consisted of a selective review of EDS design calculations, relevant

procedures, representative records, installed equipment in the field, and

interviews with engineering anc technical support staff.  !

The team considered the design and implementation of the EDS at River Band to j

be generally acceptable. Several strengths were identified in the areas of j

retrievability of cocuments, conservatism of engineering assumptions and ,

competence of technical support staff. However, several findings were I

identified with regard to inadequate design reviews for certain conditions of

plant operation ano for po',tulated failure:; of certain EDS equipment. For 1

example, potential motor failures curing fast bus transfers and surge protec- i

tion for some load center transformers had not been adequately evaluated, and l

, protection and coordination studies for certain control circuits had not been

I performed. These and other deficiencies would likely have been identified if

L Gulf States had done a critical design review of the calculations supplief by

l the architect-engineer. It is our understanding that you will complete tie l

analyses for the identified findings and will revise the appropriate documents

by March 1991.

? The inspection findings indicated that certain activities were apparently not

conducted in full compliance with NRC requirenents. The unresolved items

described in the enclosed inspection report will be reviewed by the Region IV l

of fice for any enforcement action. Any subsequent actions will be taken by l

,

Region IV.
