RESPONSE TO BULLETIN 88-10 AND: SUPPLEMENT 1 TO BULLETIN 88-10i (TAC NO. 71345)
On November 22, 1988, the NRC staff issued Bulletin'88-10 " Nonconforming Molded-Case Circuit Breakers," requesting'certain' actions be taken in regard:
to molded-case circuit breakers E(MCCBs) used in safety-related applications.
The bulletin requested that'by April 1, 1989, licenrees' provide a written response confirming that actions requested by the bulletin had been:taken,..
summarize the results of those actions and if not completed.:a-schedule for-completion.
On August 3, 1989, the NRC'staffLissued Supplement I to Bulletinl88-10 requesting licensees to re-examine responses 1to Bulletin 88-10'and correct; the response within 90 days if, after. review,111censees found their actions to be at variance with Bulletin'88-10 as clarified by the supplement.
By letters dated March 31,,1989, May 12, 1989, June 23,!1989,= and' October 18, 1989, Gulf States Utilities Company (GSU) responded to Bulletin ~88-10iand:its.
supplement.
In your-response to the bulletin,'you provided traceability. for 1462 MCCBs out of 1471 MCCBs in:GSU's warehouse. stock,; Nine MCCBs in. warehouse-L stock were returned to GE for inspection andLfunctional' testing to' determine if the MCCBs had been manufactured by GE~ and.if the' MCCBs had been refurbished.
In your June 23, 1989, letter, you; stated all.nine MCCBsiwere found to be in the original condition and not refurbished.
The-October 18, 1989, letter provided GSU's response to the: supplement.
The>
letter concluded GSU's responses adequately addressed'the-provisions'of the.
bulletin and completed the required actions and: reporting' requirements-.of the supplement.
A detailed technical review ofiyour response' has not been performed;.however,-
the area may be subject to inspections:at a later date.- As stated-in;the NRC letter dated-August 8, 1990,'a follow-up of the'potentialcenforcement finding identifiedLin~ Inspection Report-No. 50-458/89-200 dated March 22, 1990, involving' procurement of MCCBs'will be-performed-separately and will address-your corrective. actions.
