Dear Mr. Edington:

By letter dated November 20,1998, you applied for an amendment to Facility Operating License NPF-47. The proposed amendment would have established a new Technical _

Specification (TS) TS 3.10.9, " Control Rod Pattern - Cycle 8," added to Section 3.10, "Special Operations." The new TS 3.10.9 was requested as a result of a plant-specific configuration where control rods were inserted into the reactor core for neutron flux suppression surrounding fuel assemblies that were identified as having possible fuel cladding defects. Subsequently, by letter dated April 8,1999, you withdrew the amendment request.
