Gentlemen:

This refers to the inspection conducted by Mr. N. M. Terc during the period

June 11-15, 1990, of activities authorized by NRC Operating License NPF-47 for

River Bend Station, and to the discussion of our findings with Mr. K. E. Suhrke

and other members of your st4ff at the conclusion of the inspection.

Areas examined during the inspection included review of the operational status

,

of the emergency preparedness program. Within these creas, the inspection

'

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by the inspector. The inspection

findings are documented in the enclosed inspection report.

Within the scope of this inspection, no violations or deviations were

identified.

Two co': erns discussed in paragraphs 4 and 5 of the enclosed' inspection report

resulted in commitments to NRC. The first concern pertained to the emergency

response organization structure that required the control operations foreman to

perform offsite dose calculations.

Fulfilling this responsibility could result

in inadequate control room operator supervisory oversight in a fast developing

emergency.

Your staff committed to providing dose assessment training for

other individuals to resolve this conflict.

The second concern pertained to

offsite notifications and dose calculations that could not be simultaneously

performed from the control room because both functions were performed using the

same personal computer.

Your staff committed to provide a separate personal

computer for the control room to alleviate this situation.

Should your

understanding of these commitments differ from ours, please contact me

immediately.

During walkthrcughs of simulated accident scenarios, as discussed in pargraph 6

of the enclosed inspection report, an exercise weakness was identified

pertaining to the performance of some emergency responders.

You are requested

to provide this office with your analysis of the weakness, a description of

your corrective measures and your schedule for completing these actions within

ays after receipt of this letter.
