RIVER BEND STATION - EVALUATION OF RELIEF REQUESTS FOR THE SECOND 10-YEAR INTERVAL PUMP AND VALVE INSERVICE TESTING PROGRAM (TAC NO. MA0619)  ;

Dear Mr. Edington:

By letter dated January 6,1998, and supplemented Septembe: 13,1998, Entergy Operations, Inc. (EOl), submitted its second 10-year inservice testing (IST) program, which became :

effective on December 1,1997, for the River Bend Station.- EOl submitted one pump relief request and two valve relief requests. The staff has evaluated these relief requests in the enclosed Safety Evaluation.

' The pump relief request PRR-001 and valve relief request VRR-001 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii), on the basis that compliance with the Code requirements would result in hardship without a compensating increase in the level of quality and safety. As stated in the enclosed Safety Evaluation, relief request VRR-002 is denied; however, the associated proposed attemative may be used in conjunction with the Code-required test.

The changes in the scope of the IST program, cold shutdown justifications, refueling outage justifications, and IST program commitments have not been reviewed in detail, but are subject to inspection by the Nuclear Regulatory Commission.
