Gentlemen:

This refers to the inspection conducted by Mr. J. Kelly of this office during

the period June 19-23, 1989, of activities authorized by NRC Operating

License NPF-47 for River Bend Station, and to the discursion of our findings

with you and members of your staff at the conclusion of the inspection.

The inspection covered certain areas of your physical security program. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspector. The areas inspected and the inspection findings are documented in

the enclosed 'nspection report.

During this inspection, it was found that one of your activities was in

violation of NRC requirements. This violation occurred when a security officer

serving a compensatory post of access control at a vital area barrier portal

became inattentive. Although the Enforcement Policy allows for discretion on

citing this type of licensee identified and reported violation, this violation

is being cited because it directly resulted from supervision's denial of a

valid request for relief from the security officer. Consequently, you are

required to respond to this violation, in writing, in accordance with the

provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10,

Code of Federal Regulations. Your response should be based on the specifics

contained in the Notice of Violation enclosed with this letter.

We are also concerned about the firearms qualification certification process

for the security staff. The inspector could not ascertain from records which

security officer firing attempts were for qualification certification and which

were for practice. Consequently, this is an unresolved item, and you are

requested to respond, in writing, to this concern within 30 days of the receipt

of this letter. This concern is discussed in paragraph 4 of the enclosed

.

inspection report.

We have also examined actions you have taken with respect to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
