RESPONSE TO GENERIC LETTER 89-10. " SAFETY-RELATED MOTOR-0PERATED VALVE (MOV) TESTING AND SURVEILLANCE" (TAC NO. 75708)

On June 28, 1989, the NRC issued Generic Letter (GL) 89-10 requesting the establishment of a program to ensure the operability of all safety-related MOVs under design basis conditions. By letter dated December 20, 1989, Gulf States Utilities (GSU) responded to the GL and requested an extension until the BWR Owners' Group position was completed. The NRC staff responded in a t

letter dated June 18, 1990, which found the extension unacceptable and requested a response addressing the requirements of the GL be submitted by June 28, 1990.

By letter dated June 28, 1990, GSU submitted a response to the GL which su)erseded the December 20, 1989 submittal. The staff has reviewed the submittal on GSU's MOV program and provides the comments below.

The staff will evaluste GSU's program and its implementation during plant inspections.

MM program in response to the generic letter available on site by November 30, 1190. The staff discussed the information that should be orovided in the program descriptions at the public workshops on Generic Le'tter 89-10. The resJits of those workshops were issued as Supplement 1 to the gereric letter on June 13, 1990.

To allow time for licensees to review the information in that supplement and to incorporate the information into their generic letter programs, the staff has decided to delay the commencement of inspections of the program descriptions until January 1,1991. Therefore, the program description need not be available on site until January 1,1991. As the MOV program is developed, justification for any differences between your program l

end Generic Letter 89a0 (end its supplements) should be incorporated into the program description.

GSU indicated concurrence with the position held by the BWR Owners' Group on the valve mispositioning issue. The staff is currently discussing this issue with the EWR Owners' Group. Therefore, the staff will withhold comment on GSU plans regarding mispositioning until the resolution of this issue.

GSU stated that in situ testing of MOVs at full flow and maximum differential l

pressure conditions will be performed where possible.

In those cases where testing under such conditions cannot be accomplished, GSU indicated that testing will be performed at less than full flow and differential pressure conditions and that analytical means will be used to establish the MOV switch settings (which you refer to as Phase I). The staff does not object to GSU's schedule for completing Phese I of the MOV program in four refueling outages provided the program description justifies this schedule. During plant inspections, the staff will evaluate the progress being made in implementing your program.
