CORE SPRAY SPARGER CRACK INSPECTION Re: Edwin I. Hatch Nuclear Plant, Unit No. 1 We have reviewed your submittal dated August 22, 1915, regarding the inspection of cracked core spray spargers in Hatch linit 1. In this submittal you stated that you will reinspect the core spray spargers as specified in I&E Bulletin 80-13, including the weld area where the r. rack was previously identified and evaluate the effectiveness of the clamping device which was previously applied to the cracked sparger. You also stated that you will report the results of these evaluations to the NRC. You requested NRC to reissue the Safety Evaluation (SE) to allow you to continue to operate Hatch Unit I with the cracked core spray spargers for an unlimited number of cycles.

You also requested that this SE be reissued prior to and without the benefit of the evaluation of the inspection results. Your justification for requesting this approval without NRC evaluation of the inspection results is based principally on the analysis provided in General Electric (GE) Company report, NE00-30825, " Core Spray Sparger Crack Analysis for Edwin I. Hatch Nuclear Power Station, Unit 1." GE's report concluded that the cracking in the core spray spargers would not degrade its cooling function and the loose parts would not create any safety concern.

We do not agree that it would be appropriate to grant the requested relief without field experience to support GE's analysis. We believe that the integrity of the core spray spargers should be maintained and verified by continued inspection in accordance with IE Bulletin 80-13. When the inspections are performed and results are transmitted to us, we will determine if the requested relief is justified.
