Enclosed is the safety evaluation report associated with the proposed implementation of the ATWS Rule (10 CFR 50.62) requirements as related to Byron Station, Unit 1 and 2.

We have concluded, pending final resolution of the technical specification issue, that the ATWS design that you proposed is in compliance with the ATWS Rule requirements of 10 CFR 50.62, paragraph (c)(1). Our conclusion is based on the successful completion of certain noted human-factors engineering reviews. Until our review of the technical specification issue is completed, y(ou should planned continueofwith operation) the scheduled the ATWS installation design using administrative and implementation procedures.
