This is to acknowledge receipt of your letter of June 13,1989, which transmitted changes to the Byron Nuclear Generating Station. Emergency Plan (GSEP), specifically Revision 3c. This Tevision included a partial. revision to the Byron Emergency' Action Levels (EALs) in Table BYA_5-1.
Emergency Conditions 2,.3, 4, 6 and 9 were affected by this revision.
We have reviewed these' changes which were made due-to an earlier Revision.3b,.
which changed the. emergency 6scription and classification for 'certain water -
levels on.the : river. Descriptions for several other emergency categories in'
.the EAL tables had to be assigned new alphabetical designations because.of
- these' prior changes'which resulted in new sequential identities for descriptions of EALs. Our review indicated that we have no further questions about these-change's.
However, in reviewing the EAL tables we noted that for Condition 6c, Page BYA.5-1.16, which describes a fire which cannot be' extinguished in 10 minutes, there was a typographical error that moved the initiating conditions.over one column. As a result, the descriptions for a Site' Area'
. Emergency were moved to the next column which relates to an-Alert; conditions describing an Alert were' transferred to the Unusual Event column; and the Unusual Event-initiating condition was eliminated. Mr. Patterson of my staff discussed this matter with Ms. T. -Lechton, Emergency Planner assigned to the Mazon Training Center on June 23, 1989.
She stated that she would forward a corrected page of these EAL tables or the -same day to all emergency response personnel at the. Byron site, that formal changes to other holders of the Byron 3
.GSEP would be completed in 5 to 7 days after June 23, 1989, and that Mr. Patterson will be informed when all final changes are completed.
Based on the. actions already taken and those in progress at this time, no
.f further correspondence is required. This Revision 3c to the Byron GSEP shall
- be considered acceptable when the revised Page BYA 5-1.16 is received by p
