On January 22,1999, the NRC completed a medium and low-voltage power circuit breaker

inspection at your Byron Nuclear Power Station.
l
The ' inspection involved examination of maintenance and engineering related activities for
electrical circuit breakers, including selective examination of breaker maintenance and test
records, industry correspondence, calculations, observation of breaker maintenance and
'
-interviews with maintenance and engineering staff. The enclosed report presents the results of
that inspection.
While our inspection determined that Byron circuit breaker maintenance activities were being
satisfactorily performed, we are concerned regarding the lack of complete maintenance history
of Byron circuit breakers noted in onsite maintenance documents and in the vendor
refurbishment reports.- We are also concerned that the complete design data regarding seismic
qualification of 480 Volt safety related breakers was not translated into plant procedures.
