EVALUATION OF SECOND 10-YEAR INTERVAL INSERVICE INSPECTION REQUESTS FOR RELIEF FOR BYRON NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. MA3932 AND MA3933)
Dear Mr. Kingsley:
By letter dated October 22,1998, Commonwealth Edison Cornpany submitted Relief Requests 12R-24, Revision 0, which requested the deferral of the reactor vessel shell-to-flange vessel weld examination to the end of the second 10-yea' inspection interval, pursuant to 10 CFR r
50.55a(a)(3)(ii), and 12R-34, Revision 0, which requested approval of an alternative to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) required pressure test, Section IWA-5242(a), for valves 1(2)Sl8948A-D,1(2)RC8002A-D, 1(2)Sl8949A-D,1(2)RC8003A-D,1(2)RC8001 A-D, and 1(2)RH8701 A-B, pursuant to 10 CFR 50.55a(a)(3)(i). The staff, with tecNnical assistance from its contractor, Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by the licensee in the submittal. Regarding 12R-24, Revision 0, the staff has determined that compliance with the requirement would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(ii), the licensee's proposed alternative is authorized. Regarding 12R-34, Revision 0, the staff has determined that the licensee's proposed alternative to Section IWA-5242(a) would provide an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), the licensee's proposed alternative is authorized. The staffs evaluation and conclusion are contained in the enclosed Safety Evaluation (SE) with the contractor's technical letter report (T'.R) attached.
