BYRON SECURITY INSPECTION REPORTS 50-454/98022(DRS);
50-455/98022(DRS)
Dear Mr. Kingsley:
On November 20,1998, the NRC completed an inspection at your Byron Nuclear Generating
Plant reactor facility. The enclosed report presents the results of that inspection.
Areas examined within your security program are identified in the report. Within those areas,
the inspection consisted of a selective examination of procedures and representative records,
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were conducted safely and in
'
accordance wi'h 4RC requirements. Additionally, at your request we evaluated the adequacy
of the modifications to your protective strategy.

Based on the results of this inspection, no violations of NRC requirements were identified. Our
observation of table-top time line drills and force-on-force drills conducted by your security
organization indicated that the modifications to your protective strategy may be appropriate for
the Byron site. Completed and ongoing physical enhancements to your system are needed for
those modifications. Challenge-testing of some detection equipment showed some
vut.7erabilities that your staff indicated would be corrected. The identified vulnerabilities reduce
the margin of protection afforded by your otherwise effective system. The observed
weaknesses in your assessent system led us to identify that you had previously identified
needed maintenance. However, that maintenance was not completed. Had it been completed,
some of the weaknesses we identified may not have existed.
The material enclosed herewith contains Safeguards information as defined by 10 CFR 73.21,
and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy
Act of 1954, as amended. Therefore, the material will not be placed in the Public Document
Room.
