INSERVICETESTING(IST)PROGRAMRELIEFRE UNITS 1 AND 2 (TAC NOS. 77523 AND 77524) QUESTS AT BYRON STATION The enclosed Safety Evaluation Report provides the results of the staff review i of the inservice testing (IST) program relief requests submitted by the i Commonwealth Edison Company for Byron Station, Units 1 and 2, in a letter dated July 6,1990. The Code of Federal Pegulations, paragraph 10 CFR 50.55a, requires certain Class 1, 2, and 3 pumps and valves in water-cooled nuclear reactor facilities to meet the inservice testing requirements stated in the ASME Boiler and i Pressure Yessel Code, Section XI; specifically, Subsection IWP, Inservice " l Testing of Pumps in Nuclear Power Plants, and Subsection IWV, Inservice Testing of Valves in Nuclear Power Plants. Each facility is required to  ! establish a program for the inservice testing of pumps and valves which is updated every ten years to meet the requirements in the latest approved edition and addenda to Section XI of the ASME Code. The IST program relief  ! requests are submitted to the NRC for review and approval. The review entails , verifying that the program is based on the applicable Code edition and

  • addenda, verifying that the program covers testing of all appropriate pumps and valves, and verifying the acceptability of the requests for relief from the 1 requirements of Subsections IWP and IWV.

The Mechanical Engineering Branch evaluated the licensee's submittal against therequirementsof10CFR50.55a,GenericLetter(GL)89-04,andtheASME . Code, Section XI. The IST program covers the first ten-year interval, from . , September 16, 1985 to September 16, 1995, for Byron Unit I and from August 21,  ! 1987 to August 21, 1997, for Byron Unit 2. Interim relief is granted from the testing requirements which we have determined would impose undue hardship j

Interim relief is granted pursuant to 10 CFR 50.55(a)y(3)(ii) to continue current testing methods while the licensee investigates the possibility of acceptable alternatives. For relief request VR-21, this relief is' granted for 6 months; for relief request VR-22, this , relief is granted for 1 year or until the next refueling outage, whichever is longer.
