EVALUATION OF SECOND 10-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF FOR BYRON NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. MA2419 AND MA2420)

Dear Mr. Kingsley:

By letter dated July 29,1998, Commonwealth Edison Company, submitted Relief Request 12R-11, Revision 2, which requested approval of an attemative to the Code-required pressure test, Section IWA-5242(a), for insulated bolted connections in systems borated for the purpose of controlling reactivity, pursuant to 10 CFR 50.55a(a)(3)(i). The staff, with technical assistance from its contractor, has reviewed and evaluated the information provided by the licensee in the submittal. The staff has determined that the licensee's proposed alternative to Section IWA-5242(a) would provide an acceptable level of quality and safety. Therefore, pursuant to VO CFR 50.55a(a)(3)(i), the licensee's proposed alternative is authorized for the current interval.

The staff's evaluation and conclusion are contained in the enclosed Safety Evaluation (SE) with the contractor's technical letter report (TLR) attached.
