This letter refers to Violation No. (50-455/89006-02) described in Inspection-Reports No. (50-454/89009(DRS); 50-455/89006(DRS) and issued as Violation No. 31

in the Notice of Violation (NOV) forwarded to you on April 13, 1989.

The violation was issued for failing to address all of the acceptance criteria during a post-modification test. Subsequent to the issuance of the NOV,.your staff had provided additional'information'concerning this issue in correspondence dated May 22,41989, and July 11, 1989, and during a teleconference held on June 21,:1989. This information described construction testing that addressed the acceptance criteria but was not documented as such. -The correspondence also described. program upgrades that had recently been implemented addressing the programmatic weaknesses illustrated by the violation.

Based on this additional information and the minimal safety significance of the specific: example, we conclude that the violation'is more appropriately cicssified as a Sever.ity Level V (Supplement 1) for which no NOV will be issued in accordance with the provisions of 10 CFR Part 2,' Appendix'C,Section V.A.-

No further response to this violation is required.
