We have reviewed your response dated October 6, 1988, regarding an allegation (RIII-88-A-0112) we forwarded to you for investigation by our letter dated .

August 19,1988,(Enclosed). Our correspondence requested you to submit the results of your investigation to resolve the following allegation: (1) employees of Allen Nuclecr Associates Corporation used resumes that contained false information about their education and experience, (2) records pertaining to eddy current testing results were falsified, and (3) Allen Nuclear Associates Corporation hired inexperienced individuals and did not adequately train them to perform their required work responsibilities at the Byron Station. We found your August 19, 1988 submittal to be inadequate for the following reasons:

1. The results of your investigation relies on an audit of Allen Nuclear in 1986 to verify that their quality assurance program was adequate

'for a time period which is one to two years later.

2. Your results do not specify the type of training received or work performed by the Allen Nuclear employees during the first six months of employment.
3. The use of the background screening records to establish the validity of employee training is questionable.
4. In your results, you did not provide any supporting evidence that there were no incentives for falsifying eddy current testing records during the data acquisitions phase.

We believe to come to an adequate conclusion, the following issues, as a minimum, must be addressed.

1. Perform an independent verification of the education and employment histories of the Allen Nuclear employer involved in eddy current testing.
2. Make a comparison of the results achieved in (1) above to the resumes they submitted. In addition, compare the results of this effort to the requirements of the job (s) they were assigned at the Byron Station.

' Conduct an overview inspection of a sample of ongoing eddy current testing and an independent inspection of a sample of completed eddy current testing to demonstrate that scheduled work of safety-related systems was in fact completed.

4. Provide' the names of those employees of Allen Nuclear Associates Corporation, who were assigned to the Byron Station during the outage of 1987 and again during the May-June 1988 outage. .

We request that the Commonwealth Edison Company fully analyze the allegation and take all actions deemed appropriate to resolve the issue. We also request,that the results of your review and disposition be submitted to us within 30 days after receipt of this letter. We request that your response contain no personal privacy, proprietary, or safeguards information so it can

.be released to the public and placed in the NRC Public Document Room. If necessary, such information shall be contained in a separate attachment which will be withheld'from public disclosure.

The enclosure to this letter should be controlled and distribution limited to personnel with a "need to know" until your investigation of the allegation has been completed and reviewed by NRC Region III. The enclosure to this letter is considered as Exempt from Public Disclosure in accordance with Title 10, Code of Federal Regulations, Part 2.790(a). However, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, excluding the enclosure, will be placed in the NRC Public Document Room. -

The response directed by this letter is not subject to the clearance procedure of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
