INSERVICE TESTING (IST) PROGRAM CHANGES AT BYRON STATION, UNITS 1AND2(TACNOS.75575AND75576)
.The enclosed Supplement to the Safety Evaluation Report provides the results-
~of the staff review of the inservice testing-(IST) program changes submitted by the Commonwealth Edison Company for Byron Station, Units 1 and 2, in.
letters dated December 21', 1988 and February 3,1989. These submittals were made in response.to the NRC, " Safety Evaluation Report of the Inservice Testing
~ Program for Pumps and Valves, Byron Station, Units 1 and 2," dated' July 29 -
1988.
The Code 'of Federal. Regulations, paragraph 10 CFR-50.55a,- requires certain Class 1, 2, and 3 pumps and' valves in water-cooled nuclear' reactor facilities to meet the inservice testingirequirements stated in the'ASME Boiler and Pressure-Vessel Code,'Section XI; specifically, Subsection IWP, Inservice
- Testing of Pumps in Nuclear Power Plants, and Subsection IWV, Inservice Testing of Valves in Nuclear Power Plants. Each facility is required tos establish a program for the' inservice testing of pumps and valves which'is, updated every ten years to meet the requirements in the latest approved edition and addenda to~Section XI of.the ASME Code.~ The IST program relief-v requests are submitted to the NRC for review and approval.: The review entails verifying that the-program is based on the applicable Code edi+. ion'and.

. addenda, verifying that the: program covers testing of all appropriate pumps and. valves, and verifying the: acceptability of the requests for relief from the requirements of Subsections IWP and IWV.
The Mechanical Engineering Branch, with the help of our contractor, EG&G Idaho, Inc., evaluated the licensee's submittals, dated December 21, 1988 and January 3,1989, against the requirements of 10 CFR 50.55a, Generic Letter -(GL) 89-04, and.the ASME Code,Section XI..;The IST program covers the first-ten-year interval, from September 16, 1985 to September 16, 1995, for Byron Unit I and from August 21, 1987,to August 21, 1997, for Byron Unit 2.
Relief is granted from the testing requirments which we have determined would be impractical to perform and where the. proposed alternative testing provides an acceptable level of quality and safety.-

Additional relief requests, or changes to relief requests, should be submitted for staff review but should not be implemented prior to review and approval by.the NRC.
New or revised relief re uests meeting the positions in Generic Letter 89-04, Attachment 1, can be im lenented provided the guidance in Generic Letter 89-04, Section D, is fo lowed. Program changes that involve additions or deletions of components from the IST program should be provided to the NRC.
