Gentlemen:

Subject: NRC Inspection of the Trojan Nuclear Plant

This refers to the inspection conducted by Mr. R. C. Barr and Mr. G. Y. Suh of

this office on May 8 through June 18, 1988, of activities' authorized by NRC

License No. NPF-1, and to the discussion of our findings held by Mr. Barr and

Mr. Suh with Mr. Olmstead and other members of your staff periodically during

the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel and observations by the inspectors.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. The

violation dealt with an apparent failure to follow procedural requirements for

work hour limitations for a vendor contracted to perform replacement of a

pressurizer surge line elbow and associated piping. A recently issued

Licensee Event Report (,.ER 88-11) described a technical specification

violation by personnel contracted to perform refueling services when they

moved new fuel assemblies over the spent fuel pool. These two events may

indicate a need to increase your supervision of contractor personnel during an

outage. We note that in response to the event described in LER 88-11 your

staff has recommended an evaluation of the level of supervision necessary for

contracted personnel. Your response to this notice is to be submitted in

accordance with the provisions of 10 CFR 2.201, as stated in the Notice of

Violation.

In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanying notice is not

subject to the clearance procedures of the Office of Manageme..t and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
