Gentlemen:

This refers to the inspection conducted by Messrs. D. L. Kelley and G. A. Pick

cf this office and three members of the Nuclear Reactor Regulation staff during

the period February 29 through March 4,1988, of activities authorized by NRC

Operating License NPF-38 for the Waterford 3 Steam Electric Station, cnd to the

discussion of our findings with Mr. R. P. Barkhurst and other members of your

staff at the cc,aclusion of the inspection.

Areas examined during the inspection included determination of diesel generator

reliability / operability and Technical Specifications reportability. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

NRC inspectors. The inspection findings are documented in the enclosed

inspection report.

Within the scope of the insoection, no violations or deviations were

identified.

We understand that a compre w sive maintenance plan has been developed to

restore the emergency diesel generators to their design basis. We further

,

understand this is to be accomplished during the refueling outage which began

on April 1, 1988. If this is contrary to your understanding, then please

notify this office promptly.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
