This is in response to your August 13, 1986 letter and enclosure (reference

1. SNM-696-9030), in which you submitted two revised pages to your Fundamental Nuclear Material Control Plan (FNMCP). We have reviewed the revised FNMCP pages and found them acceptable. We have also determined that the incorpo-ration of these revised pages into your FNMCP will not adversely affect the common defense and security nor the public health and safety, and is other-wise in the public_ interest.

Accordingly, we are revising License Condition 2.1 of Amendment SG-1 to your License No. SNM-696, effective immediately.

2.1 The licensee shall follow Revision A of his Fundamental Nuclear Material Control Plan, dated October 1982; as revised by sub-mittals dated February 3, 1984 (pages 4-2,4-3,8-2 and 8-3

--- all dated "11/83"), January 25, 1985 (pages 1-8,2-1,2-4,2-5, 5-2,6-3; and figures 2.1.1-1 and 2.1.1-2 --- all dated " January 1985"), another January 25, 1985 submittal (pages 7-6 through 7-20 --- all dated " February 1985"), and August 13, 1986 (pages 3-1 and 5-3 --- both dated " August 1986"); and as may be revised in accordance with the provisions of 10 CFR 70.32(c).

We have determined that the enclosure to your SNM-696-9030 letter, dated August 13, 1986, contains information of the type specified in 10 CFR 2.790(d).

Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
