Dear Mr. Gaskin:

As you are aware, General Atomics (GA) is in the process of decontaminating, and obtaining the release to unrestricted use, certain of its facilities (i.e., facilities for which GA has no plans for conducting future activities involving the use of radioactive materials).

Most recently, GA completed the decontamination and final surveys ofits Building 27, also known as " Experimental Area-1," or EA-1. Building 27 had previously housed GA's radiochemistry laboratories and associated offices. Contamination was detected in the building and was remediated. The predominate contaminates were Cs-137 and C0-60. The total area to 2

2 be released to unrestdcted use is ~ 6500 ft, consisting of approximately 4625 ft for the building j

2 plus about 1875 ft ob dewalk area adjacent to and surrounding the building.

Similarly, GA has also recently completed the Final Survey of the unaffected office areas (and restrooms) ofits Building 21. Building 21 also houses two TRIGA* non-power reactors.

l These office areas are not used to support the possession of the two TRIGA* reactors located in Building 21. (Both reactors have had their licenses amended to withdraw authorization to operate, and their future decommissioning will be under the jurisdiction of the Non-Power Reactors and Decommissioning Project Directorate of the Nuclear Regulatory Commission.)

There is no history of use of radioactive material in the unaffected office areas in Building 21, and no contamination was detected on any of the concrete floor surfaces or walls.

!{f]h The results of GA's extensive and comprehensive final radiation and contamination surveys, measurements, sampling, and analyses demonstrate conclusively that its Building 27 and the unaffected office areas ofits Building 21 meet the NRC-and State-approved criteria for release to unrestricted use. These results are documented in the enclosed two reports titled:

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL l

27. Ilowever, the space in Building 27 is not sufficient by itself to accommodate the planned relocation. It will be necessary for the project (s) being relocated into Building 27 to also utilize i

the adjacent unaffected office space and restrooms in Building 21. For that reason, GA hereby requests that Building 27 and the unaffected office areas of Building 21 both be released to unrestricted use and deleted from its Special Nuclear Materials License No. SNM-696.

i Under separate cover, GA is requesting that the Sate of California also release GA's Building 27 and the unaffected office areas in Building 21 to unrestricted use and delete them from GA's j

radioactive materials license.

Please note that GA has an urgent need to be allowed to re-occupy Building 27 and the unaffected office areas of Building 21 as soon as possible. GA needs to re-locate into this space certain of its personnel and equipment from other laboratories that have not yet been released, to make those laboratories accessible for decontamination and final surveys. Thus, timely authorization to re-occupy the subject laboratory and office space is crucial to the decommis-sioning schedule to which GA has committed its resources. Further,it is important because the impacted projects are planning their relocation and associated "down time" in sync with the decommissioning schedule, it is, therefore, of the utmost importance to GA to obtain the requested release to unrestricted usejust as soon as possible.
