SNM-2984 Mr. Charles E. Gaskin Licensing Section 1/ Licensing Branch Division of Fuel Cycle Safety and Safeguards, NMSS U.S. Nuclear Regulatory Commission Washington, DC 20555
Subject:
SNM License No. SNM.696: Request to Release Land Area on General Atomics' Site to Unrestricted Use and Delete it from License ("Torrey Pines West")
Dear Mr. Gaskin:
i General Atomics (GA) is continuing its efforts directed at decontaminating, as appropriate, and obtaining the release to unrestricted use of selected facilities and land areas on GA's San Diego site. Most
' recently, GA completed and documented the results of an exposure rate servey and a soil sampling and analysis plan for a s nall land area on its site referred to as "Torrey Pines West." The results demonstrate that the area meets the approved criteria for release to unrestricted use.
The "Torrey Pines West" land area is located near GA's Building 30/31 complex. This land area was categorized as a "non-impacted" area. A "non-impacted area"is an area which has never been used for work involving radioactive materials or for storage of radioactive materials. Therefore, only a limited amount of surveying and sampling was required to demonstrate that this area meets the approved criteria for release to i
unrestricted use. GA obtained exposure rate measurements and collected and analyzed soil samples by gamma spectroscopy to demonstrate such compliance.
No radiological contamination was detected on the "Torrey Pines West" land area. The results of GA's survey measurements, sampling, and analyses demonstrate that the radiation levels and soil concentrations are well below GA's approved criteria for release to unrestricted use. These results are documented in the enclosed report titled, " Radiological Survey Report for the Release of"Torrey Pines West" Land Area to Unrestricted Use," dated September 30,1998.
Accordingly, GA hereby requests that its "Torrey Pines West" land area, as described in the enclosed j
report, be released to unrestricted use and deleted from its Special Nuclear Material License No. SNM-696.
j Under separate cover, GA has also requested that the State of California, Department of IIcahh Services.
Radiologic Health Branch, release the subject land area to unrestricted use and delete it from GA's raJioactive materials license number 0145-37.
