Dear Messrs Gaskin and Wesley:

As you are aware General Atomics (G A) is continuing its effort directed at decontaminating, as s

appropriate, and obtair.ing the release to unrestricted use of selected facilities on its San Diego site.

Most receatly, GA completed the fina! radiclogical surveys of selected portions ofits Building 39 (also known as Sorrento Valley "B" Building or "SVB"). The selected portions of the building to be 2

released (not including walls)is ~ 9,700 ft and consists of the following:

The office area concrete Coor and associated structural walls (~4,700 ft ),

the east end of the Matrix Room concrete floor (~300 ft ), and

the metal roof over the office area (~4,700 ft ),

- In addition, GA is seeking the release of the following materials from Building 39:

1.

The gravel removed from the roof, and

- 2.

the tar and insulation removed from the roof.

The gravel, tar and insulation are currently being stored in dumpsters. The concrete slabs are being stored near the facility. These materials are being held until GA receives release to unrestricted use from the NRC. Then they will be disposed of to a local landfill.

' analyses demonstrate that the above described areas and materials meet the NRC-and State-approved j

. criteria for release to unrestricted use. These results are documented in the enclosed report titled,,

FINAL RADIOLOGICAL SURVEYS OF SELECTED PORTIONS OF BUILDING 39 (SVB) TO BE RELEASED TO UNRESTRICTED USE," dated December 9,1998.

t GA hereby requests both the NRC and the State to release the above described areas and materials 1'

- to unrestricted use so as to permit further progress in decommissioning and demolition of Building 39. It is GA's understanding that the NRC is taking the lead in releasing this facility to unrestricted use.

Therefore, GA will be looking to the NRC release as approval to proceed, with the understanding that the State will have been consulted prior to the NRC action and, therefore, the State release will be forthcoming.
