Dear Messis. Gaskin and Wesley:

{l This letter constitutes another request by General Atomics (GA) in its continuing effons directed at decontaminating, as appropriate, and obtaining the release to unrestricted use of selected facilities on its San Diego site. Most recently, GA completed the final radiological surveys of the following:

1)

Building 9 - Room 049B: Room 49B is located on the west side of GA's Building 9 (also known as the "E" or " Experimental" Building). This room has also been referred to previously as " Stage 3" of the " hot suite" area of Building 9. This room was used until 1975 to conduct TRIGA* fuel 2

2 fabrication activities licensed b the NRC. The total area to be released is ~569 ft (~ 53 m ),

Building 37: Building 37 is also known as GA's Sorrento Valley "A" Building, or "SVA." Most of l

this building has no history of use of radioactive materials; however, a portion of the high bay area of this building had been used to temporarily ston: properly packaged (for shipment) low level waste l

generated during the decommissioning of the nonhern half of the building. Enriched uranium and natural thorium had been used in the nonhern half of the building (after release, the northern half of 2

the building was demolished and no longer exists). The total area to be released is ~38,300 ft 2

(~ 3,560 m ),

Tunnel and tunnel annex of Building 37: The " tunnel" and " tunnel annex" are located on the east side of GA's Building 37.- These tunnels were previously used to temporarily store properly contained "in-process" or finished nuclear fuel. The total area to be released is ~3,360 ft (~ 312 m ),

The results of G A's comprehensive final radiological contamination surveys, measurements,

= sampling and analyses demonstrate that the above described areas meet the NRC-and State-approved criteria for release to unrestricted use. These results are documented in the three (3) enclosed repons titled:

Additional information corroborating GA's conclusion that the above facilities meet the criteria for release to unrestricted use is documented in the following NRC Inspection Repons which address GA's activities associated with decommissioning its site:

GA hereby requests both the NRC and the State of Califomia to release tle above described areas j

to unrestricted use and to delete them from GA's SNM-696 and Radioactive Material License 0145-37 respectively. It is GA's understanding that while the NRC will take the lead in releasing these facilities to unrestricted use, the NRC will work in concert with the State so that the releases from both agencies will be coordinated and timely.
