Dear.Dr. Asmussen:

This is in response to your submittal of May 8,1989 which forwarded your " General Atomics Fixed Site and Transportation Plan for the Protection of Special Nuclear Material of Moderate and Low Strategic Significance," dated May 1989, based upon a projected change in site status from a Category I to a Category i

II facility, and requested relief from the comparability upgrade requirements of 10 CFR Part 73, Section 73.46, and Appendices B and H.

We have reviewed your new proposed p(lan and find it acceptable in meeting the requirementsof10CFR73.67(d)and e).

Accordingly, whenever the special nuclear material possessed at your facility falls below 5 formula kilograms you may implement your moderate and low strategic significance plan. At that time Safeguards Amendment SG-1 to your i

License SNM-696 will be amended by withdrawing license condition numbers 9.1.B, 9.1.C 9.5, 9.6, 9.7, and modifying 9.1.A as follows:

9.1.A The licensee shall follow the measures described in the physical protection plan entitled, " Fixed Site and Transportation Plan for the protection of Special Nuclear material of Moderate and Low Strategic Significance," dated May 1989, submitted by letter dated May 8, 1989; and as it may be further revised in accordance with the provisions of 10 CFR 70.32(e).
