Enclosed are three copies of General Atomics' (GA), revised Fundamental Nuclear Material Control (FNMC) Plan dated March 1999. This revision incorporates significant changes in some sections to reflect present activities as GA scales back nuclear operations and reduces SNM inventory under its Possession Only License.

Changes are noted by a vertical dash line in the lefl-hand margin adjacent to the afTected line.

Section 1 - Minor changes.

Section 2 - Mainly to delete the reference to "Five Plants," since the Plant concept is not applicable to GA's Decommissioning Operations.

1 Section 3 - Minor changes.

Section 4 - Mainly to add the option of replacing GA's computerized SNM accounting system with a manual " pen & ink" accounting system as Y2K approaches and

SNM activity declines.

/j Section 5 - Minor changes.

Section 6 - No change.

gj in view of the dramatically reduced SNM inventory and the cessation of all fuel manufacturing and R&D activities involving SNM, the subject revisions to GA's FNMC Plan do not constitute a decrease in efTectiveness. Accordingly, this revision is being submitted in accordance with 10 CFR 70.32 (c).

Also please note, as in the past, GA considers the enclosed FNMC Plan proprietary information.
