Atomics' Facilities to Unrestricted Use and Delete them from License (Building 2 Laboratories - Group 10)
Dear Mr. Gaskin:
l As you are aware, General Atomics (GA) is in the process of decontaminating, and obtaining the release to unrestricted use, certain ofits facilities (i.e., facilities for which GA has no plans for conducting future activities involving the use of radioactive materials). For example, to date, nine (9) groups of laboratories in Building 2 have been decontaminated, surveyed and released to unrestricted use and deleted from GA's license.
Most recently, GA completed the decontamination and final surveys of nine (9) laboratories in Building 2 (also known as the Science Laboratories Building or "L" Building).
This group oflaboratories is referred to as " Group 10" and comprises a total area of 2,392 ft,

Contamination (Cs-137) was detected in only one small area (~ 15 cm ) of one laboratory (Lab 605), and it was easily remediated. No contamination was detected in any other of the " Group 10" laboratories.
The results of GA's extensive and comprehensive final radiation and contamination surveys, measurements, sampling, and analyses demonstrate conclusively that the " Group 10" laboratories meet the NRC-and State-approved criteria for release to unrestricted use. These results are documented in the enclosed report titled," Final Radiological Survey of Selected Building 2 Laboratories for Release to Unrestricted Use ' Group 10'," dated August 13,1998.
Accordingly, GA hereby requests that its " Group 10" laboratories and associated offices be released to unrestricted use and deleted from its Special Nuclear Materials License No. SNM-696.
Under separate cover, GA is reauesting that the Sate of Califomia also release the " Group 10" labs to unrestricted use and delete them from GA's radioactive materials license.

Please note that GA has an urgent need to be allowed to re-occupy these " Group 10" laboratories and offices as soon as possible. Two important reasons for this need are: 1) unoccupied space results in lost revenues to GA (GA has tenants who desire additional space) and 2) GA needs to re-locate occupants from other laboratories that have not yet been released, to make those laboratories accessible for decontamination and final surveys. Thus, timely authorization to re-occupy the " Group 10" laboratories is crucial to the decommissioning schedule to which GA has committed its resources. It is, therefore, of the utmost importance to GA to obtain the release of these laboratories to unrestricted usejust as soon as possible.
