Dear Messrs Gaskin and Wesley:
In September 1998, General Atomics (GA) completed and documented the results of an exposure l
rate survey and a soil sampling and analysis plan for a small land area on its site referred to as "Torrey Pines West." The results of GA's survey measurements, sampling, and analyses demonstrate that the radiation levels and soil concentrations are well below GA's approved criteria for release to unrestricted i
k)g use. These results were documented in a report titled," Radiological Survey Report for the Release of l
"Torrey Pines West" Land Area to Unrestricted Use," dated September 30,1998. Copies of that report were submitted previously (Refs. I and 2) in support of GA's request for the release of the Torrey Pines l
West (TPW) land area.
/U The purpose of this letter is to state for the record that a review of available records and " corporate memory" indicate that: GA's TPW land area is an " unaffected area" which was never used for work involving radioactive materials, it was never used for storage of radioactive materials, and there hes been no releases or spills on it, nor is there any record of any releases or spills on other portions of GA's site that might have impacted it. Stack monitoring and/or other routine Health Physics (radiation safety) required monitoring would have provided evidence of such an event ifit had occurred.

4 The conclusion that the TPW land area is unaffected is also supported by data collected as part of GA's routine environmental monitoring program. There happens to be an environmental air monitoring station located in the southeasterly portion of TPW. The air at this location is sampled for particulates with filters on a weekly basis. A thermoluminescent dosimenter is also placed in the station and removed for processing and evaluation on a quarterly basis. The results of the air sampling and dose measurements have been consistently background only.
The TPW land is isolated from past, present and future operations / activities involving the handling of radioactive materials by a land area that can be considered a " buffer" between the non-impacted TPW land and affected areas that are yet to be released. Finally, note that the TPW land is bounded on the south, west and north by other non-impacted land that has already been released to unrestricted use.
