Dear Mr. Edwards :
An NRC inspection was conducted December 913,1996, at your General Atomics f acility.
The enclosed report presents the scope and results of that inspection.
i During the inspection, your conduct of activities at the Torrey Pines Mesa and Sorrento Valley facilities was generally characterized by implementation of effective programs in the areas of management organization and controls, radiation protection, operator training and qualification as they relate to your possession-only license and ongoing decommissioning activities.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
