Central Land Area to Unrestricted Use and its Deletion from GA's License

Dear Messrs. Gaskin and Wesley:

l General Atomics (GA) is continuing its efforts of decommissioning and decontaminating, as appropriate, in support of obtaining the release to unrestricted use of selected facilities and land areas at General Atomics' site. GA has recently completed the Final Radiological Survey of the open land area j

identified as "Sorrento Valley Central Land Area (SVC)" located at GA's Sorrento Valley site.

i GA hereby requests the Nuclear Regulatory Commission (NRC) and the State of California DOHS Radiologic 11ealth Branch (RHB) for the release of the "Sorrento Valley Central Land Area" to

)

unrestricted use and the deletion of this land area from GA's licenses numbered SNM-696 and 0145-37, respectively.

l The SVC land encompasses the area directly east and northeast of GA's existing Sorrento Valley "A" Building (a.k.a. Building 37 South). In relationship to GA's former "SVA Fuel Manufacturing Facility"(a.k.a. Building 37 North), the SVC land area is located to the east and southeast. (The former "SVA Fuel Manufacturing Facility," has been decommissioned, dismantled, and the site and surrounding extended footprint area (SVA) released to unrestricted use. A strip along the east boundary of the released SVA land area overlaps an adjacent strip along the west boundary of the SVC land area.

The SVC land area is almost entirely covered by asphalt and is utilized by employees to park their j

private vehicles. The SVC land area also contains soil within the parking medians which serve as planters for grass, trees, shrubs, plants and flowers. The portion of the SVC land that borders on the front (i.e., east l

side) of Building 37 South is also landscaped, as are several other portions associated with this land area.

Gaskin, U.S. NRC/D Wesley, State of Califomia July 29,1999 696/ CAL 3117 Page 2 The "Sorrento Valley Central" land area was classified as an " unaffected area" because it had never been used for work involving radioactive materials. Ilowever, the north half of the parking lot had been used for the temporary storage of radioactive waste boxes from the SVA Fuel Manufacturing Facility Decommissioning Project. These radioactive waste boxes had been properly packaged, sealed and the exteriors surveyed for removable contamination before being stored in this area. The exterior removable contamination levels on those boxes were all well below the release criteria. No radioactive waste packages were stored in the south halfof the parking lot (there is no history of any radioactive materials on the south half of the land area).

The enclosed report," Final Radiological Survey Performed at General Atomics' Sorrento Valley Central Land Area," documents the results of the radiological measurements and soil sampling and analyses performed in support of this request for the release of the "Sorrento Valley Central Land Area."

The documented results demonstrate that this area meets the approved criteria for release to unrestricted use.
