DECOMMISSIONING OF TRIGA FUEL FABRICATION FACILITY (TAC NO. L30979)

Dear Dr. Asmussen:

l This is in response to your application dated May 22, 1997 (your reference # l 696-2739). by which you indicated your intentions to commence decommissioning i of the TRIGA Fuel Fabricaticn Facility (TFFF). We have reviewed this  !

application and have determined that the procedures and activities specified in previous approvals are acceptable for decommissioning the TFFF. Any other procedures must first be submitted to the NRC for approval.

According to the provisions of 10 CFR 70.38 (g)(1), a decommissioning plan must be submitted if required by license condition or if the procedures and activities necessary to carry out decommissioning of the site or separate building or outdoor area have not been previously approved by the Commission.

GA will follow procedures and activities necessary to carry out decommiss-ioning that have been previously approved by the Commission. Among these approvals are: " Plan for Obtaining Release of Certain Areas to Unrestricted Use" (November 26. 1985). " Plan for Obtaining Approval to Release Approximately 215 Acres from GA Technologies Inc. License SNM-696 to Unrestricted Use" (October 1.1985). "SVA Decommissioning Plan" (November 13.

1990 and May 1. 1992). " Hot Cell Facility Decommissioning Plan" (May 1. 1996.

and January 29. 1997). Safety Condition S-16 of the GA SNM-696 (April 1993).

Amendment No.18 (March 31. 1992). Amendment No. 20 (May 20. 1992).

In reviewing the request the staff has determined the following:

  • Procedures would involve previously approved techniques.
  • Areas where workers would enter have radiation levels at minimal levels.
  • Procedures would not result in significantly greater airborne concentration of radioactive materials that were present during ,

The staff concludes that there is reasonable assurance that GA's intention for decommissioning its TFFF meets regulatory guidelines and constitutes no impact upon the health and safety of the public and common defense and security. <

Accordingly, we agree with your May 22. 1997. statement of intent and find it '

acceptable to begin decommissioning of the TFFF. Please provide a 30 day

. notification prior to initiating a final survey, to allow the NRC to schedule l

in-process inspections / surveys if required.
