l

Dear Messrs. Gaskin and Wesley:

)

This letter constitutes another request by General Atomics (GA) in its continuing efforts directed at decontaminating, as appropriate, and obtaining the release to unrestricted use of selected facilities on its i

San Diego site. Most recently, GA completed the final radiological surveys of the following:

)

1)

Building 35-1: This building is located on " Test Tower Land" and houses GA's Shipping and Receiving Department, Mail Room, and Facilities Engineering and Maintenance Offices. The only

/

history of radioactive materials being present within this building was in selected rooms within Shipping and Receiving where properly packaged materials were on occasion either shipped or received. The total area to be released is ~ 8,420 ft (~ 782 m ),

2)

Building 36: This building is located on " Test Tower Land" and is currently occupied by personnel and equipment associated with GA's Super Critical Water Oxidation project. There is no history of i

radioactive materials ever being used in this building. However, a properly packaged fission chamber was temporarily stored on the ground floor of the building during 1987-1988. The radioactive material (emiched uranium) was sealed inside the fission chamber and the fission chamber was inside the packaging; the packaging was never opened while in this building. The 2

2 total area to be released is ~ 2,470 ft (~ 229 m ).

3)

Building 45: This building is located on " Test Tower Land" and is ct.rrently occupied primarily by a site facility machine shop with supporting storage and office areas. There is no history of radioactive materials ever being used in this building. However, a properly packaged fission 9903160192 990309 T-PDR ADOCK 07000734 C

The radioactive material (enriched uranium) was sealed inside the fission chamber and the fission chamber was inside the packaging; the packaging was never opened while in this building. The total area to be 2

2 released is ~ 12,954 ft (~ 1,204 m ).

4)

" Test Tower Land:" The " Test Tower Land" includes the entire open space surrounding Buildings 35,35-1,36 and 45. Radioactive materials were never used on this land area exclusive of what was used or stored inside of the Buildings located on the land. Each of the buildings is the subject ofits own separate report and request for release. The total surface area of the land to be released is ~ 3.8 acres.

The results of GA's final radiological contamination surveys, measurements, sampling and analyses demonstrate that the above described buildings and areas meet the NRC-and State-approved criteria for release to unrestricted use. These results are documented in the four (4) enclosed reports titled:

)

l 1)

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL ATOMICS' BUILDING 35-1 1," dated March 5,1999,

)

2)

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL ATOMICS' BUILDING 36,"

i dated February 26,1999, 3)

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL ATOMICS' BUILDING 45,"

dated February 26,1999, and 4)

" FINAL RADIOLOGICAL SURVEY PERFORMED AT GENERAL ATOMICS' TEST TOWER I

LAND," dated February 26,1999.

GA hereby requests both the NRC and the State of California to release the above described buildings and areas to unrestricted use and to delete them from GA's SNM-696 and Radioactive Materials j

License 0145-37, respectively.
