1)Asmussen, Keith E. Letter No. 696-2949 to Mr. Charles E. Gaskin, " Request to Release Certain Portions of General Atomics' Facilities to Unrestricted Use and Delete them from License (Building 30 - Phase II)," dated July 30,1998.
Dear Mr. Gaskin:
By letter dated July 30,1998 (Ref.), General Atomics (GA) submitted a final radiological survey report in support of a request to release a second portion ofits Building 30. The rooms comprising this portion of Building 30 were designated as " Building 30 - Phase II." A total of nine (9) rooms are included in this phase. The total area requested to be released to unrestricted use in this phase is ~ 2422.4 f12, Unfortunately, the previously submitted (Ref.) report contained some errors in reported results which were recently discovered in the process of data verification. However, these errors do yl nat affect the conclusion that the " Phase 11" portion of Building 30 meets the NRC-and State-l approved criteria for release to unrestricted use. Nevertheless, the report has been revised to correct these errors and to make editorial changes in the interest of clarification and ease of understanding.
The revised report is enclosed. It is titled," Final Radiological Survey of Rooms for Release to Unrestricted Use (Building 30 - Phase 11)," and is dated July 29,1998, revised September 2,1998.
Please discard the previously submitted report and replace it with the enclosed report with the f0y.
V
" revised September 2,1998" date.
I GA apologizes for this inconvenience. While the changes were warranted and result in an improved document, as mentioned above, none of the revisions affect the conclusion that the final radiation and contamination surveys, sampling, and analyses demonstrate conclusively that the
" Phase 11" portion of Building 30 meets the NRC-and State-approved criteria for release to unrestricted use.
Undcr separate cover, GA is also submitting the subject revised report to the State of California Department of Health Services Radiologic Ilealth Branch (DOHS RHB) in support of our 7

a Mr. Charles E. Gaskin, U.S. NRC September 4,1998 696-2977 page 2 request for the " Phase II" rooms of Building 30 to be released to unrestricted use and deleted from GA's radioactive material license number 0145-37.
Aeain. please note that GA has an existine need to occunv the subject portion ofBuildine 30. It
\\
is therefore ofgreat importance to GA to be able to commence re-furbishment ofthese roomsjust as soon as possible. To meet the needfor having the phase 11 space available on schedulefor GA 's use, refurbishment must begin by thefirst week of October,1998. Which, in turn, means that all confirmatory surveys must be completedprior to that date. Consistent with this schedule, GA is expecting the State
{
DOHS RllB to conduct confirmatory surveys the week ofSeptember 7,1998.
Inasmuch as that the rooms comprising " Phase 11" had been used to store only state licensed material (irradiatedparts andsealed p'ysources) and that no radiological contaminatic.i was detected.
GA is hopeful that NRC will actfavorably on our request on the basis ofthe enclosed report, the results of previous NRC inspection visits, and in consultation with the State.
If you should have any questions regarding the above, please do not hesitate to call Laura Q.
Gonzales at (619) 455-2758, or me at (619) 455-2823, at your earliest convenience.
Again, we apologize for any inconvenience this has caused you and thank you for your i
assistance in responding to our request.
Very truly yours, kb th Keith E. Asmussen, Ph.D., Director Licensing, Safety and Nuclear Compliance
