This letter is in response to your letter dated July 30, 1987, in which you requested an extension in time from the Septenber 25, 1987 deadline to submit a Fundamental Nuclear Material Control Plan (FHMC7) as required by 10 CFR 74.51(c)(1). We have determined that it is appropriate to issue a specific exemption from the requirement of 10 CFR 74.51(c)(1) to submit the FNMCP by September 25, 1987. The specific exemption is granted under the authority of 10 CFR 74.7.

The granting of this exemption will not adversely affect the common defense and security nor the public health and sarety, and is l

otherwise in the public interest.

Further we have determined that it is appropriate to establish a new date for i

the submittal of the FNMCP required by 10 CFR 74.51(c)(1) through issuance of a license amendment.

In this regard, please refer to the letter to you dated i

August 27, 1987 from Mr. E. William Brach which modified your license to establish a new time period for submittal of the 10 CFR 74.51 FNMCP.
