BUILDING 30 - PHASE I RELEASED FOR UNRESTRICTED USE (TAC NO. L31026)

Dear Dr. Asmussen:

In accordance with your application dated July 25,1997, and pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-696 is hereby amended to delete Building 30 - Phase 1 from your license as a place of authorized use of licensed materials.

We have reviewed your July 25 request to remove Building 30 - Phase l laboratories from your license and release them for unrestricted use along with the report entitled, " Decontamination of Selected General Atomics' Science Laboratories for Release to Unrestricted Use (Building 30 -

Phase 1)." Our review has determined that there is reasonable assurance that the release of the Building 30 - Phase I rooms for unrestricted use will not adversely affect public health and safety or the environment.

NRC considers this release a final action. Additional clean-up of these areas will only be required if, based on new information, the NRC determines that the release criteria established in " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material," dated April 1993, were not met, and residual radioactivity remaining at the site could result in a significant threat to public health and safety.

Accordingly, Safety License Condition S-1 has been revised to include the date of July 25,

1997, if, in the future, you desire to use licensed materials and conduct licensed activities in these I

facilities you must obtain a license to do so.
