September 13, 1985 Docket No. 50-344 Mr. Bart D. Withers Vice President Nuclear Portland General Electric Company 121 S.W. Salmon Street Portlard. Oregon 97204

==Dear Mr. Withers:==

The staff has reviewed you'r letter of August 12, 1985 concerning the July 20, 1985 event when the diesel-driven auxiliary feedwater pump tripped on low suction pressure after its automatic start. According to your letter, it has been detennined by your staff that a minimum level of 60 percent water level in the condensate storage tank (CST) is necessary for both auxiliary feedwater pumps to start simultaneously from an automatic initiation signal.
Trojan Technical Specification 3.7.1.4 on the CST level currently requires a minimum level of only 47 percent.
It is understood that PGE is engaged in a detailed review of the design and failure history of the Auxiliary Feedwater System, the results of which will detennine the long term corrective action. In the interim, it is the staff's opinion that the inconsistency between Technical Specification 3.7.1.4 and the necessary CST level for the desired operability of the Auxiliary Feedwater System should be eliminated. It is therefore requested that you submit the appropriate technical specification changes for review and incorporation as soon as possible and no later than within 30 days of receipt of this letter.

September 13, 1985 Docket No. 50-344 Mr. Bart D. Withers Vice President Nuclear Portland General Electric Company 121 S.W. Salmon Street Portlard. Oregon 97204

Dear Mr.
