Thank you for your letters dated March 11, 1985, February 2, 1987, and November 6, 1987, (TXX-4435, 6144, and 6895, respectively) informing us of the steps you have taken to correct the violations which we brought to your attention in Inspection Report No. 50-445/8432, 50-446/84-11 forwarded by our letter dated February 15, 198 With respect to item 2.b, we disagree with your conclusion that

" ... the 1983 audit program coverage of the design and construction phase of CPSES was adequate" and we consider this to be a valid example of the violation. However, since the design is being revalidated, the construction is being assessed by the Corrective Action Program, and the current audit program (inspected and documented in Inspection Reports 50-445/86-03, 50-446/86-02 and 50-445/87-16, 50-446/87-13) appears to be adequate, no additional information was requested and no further response is require With respect to item 2.c, we believe it would have been prudent for the applicant to audit Westinghouse onsite activities because of the safety significance of the onsite work for which Westinghouse had responsibility.
