EMERGENCY PLAN CHANGE REVISION 27

Dear Mr. Terry:

This letter acknowledges receipt of your letter dated August 3,1998, which transmitted Revision 27 to the Comanche Peak Steam Electric Station's Emergency Plan under the provisions of 10 CFR 50.54(q).

Based on your determination that the changes do not decrease the effectiveness of your emergency plan and that the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to Part 50, NRC approval is not required. i We did not identify any violations of 10 CFR 50.54(q) during our review. Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan and continue to meet regulatory requirements.

in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
