This refers to the Special Performance Assessment performed by a team of NRC

i

Regions I and IV and NRC Headquarters personnel and consultants during the

period May 29 through June 15, 1990, of activities authori'ed by NRC Operating'

License NPF-87, for the Comanche Peak Steam Electric Statm (CPSES), Unit 1.

On June 13, 1990, TV Electric submitted a self-assessment report on the CPSES

Unit I readiness to proceed above 50 percent power.

The NRC staff reviewed-

this self-assessment report in the Region IV and Headquarters offices on

June 14, 1990.

The results of the NRC onsite assessment and NRC review of your self-assessment

were discussed with you and members of your staff. in an exit meeting on

'

June 15, 1990. Based upon our assessment and our review of your assessment, we

concluded that the startup test program was being conducted in a safe,

professional manner and that facility operation could proceed above 50 percent

power.

This was documenwd in a letter to you dated June 15, 1990.

Should you have any questions concerning this report, we will be pleased to

discuss them with you.
