SUBJECT: NRC INSPECTION REPORT 50-445/99-08; 50-446/99-08

Dear Mr. Terry:

This refers to the inspection conducted on May 3-11,1999, at the Comanche Peak Steam

Electric Station, Units 1 and 2, facilities. The purpose of the inspection was to review your

corrective action program using the guidance provided in NRC inspection Procedure 40500  !

dated March 11,1999. An exit meeting was held with you and your staff on May 11,1999. The ,

enclosed report presents the scope and results of that inspection. l

We considered your corrective action program to be effective at identifying, resolving, and

preventing issues that degraded the quality of plant operations. We noted that site personnel

and management clearly understood the importance of this program. However, we also noted

some examples where the corrective action program controlling procedures either lacked

guidance or had inappropriate guidance. We remain concerned that these procedure guidance

problems could, in the future, result in a failure to identify and resolve important problems in

your corrective action program. Further, we observed that 6.9kV and 480V circuit breaker

failures had not been promptly identified and corrected, which resulted in one of the violations

described below.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. These violations are being treated as noncited violations consistent

with Appendix C of the Enforcement Policy. These noncited violations are described in the

subject inspection report. If you contest the violation or severity level of these noncited

violations, you should provide a response within 30 days of the date of this inspection report

with the basis for your denial to the Nuclear Regulatory Commission, ATTN: Document Control

Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region IV, and

the Director, Office of Enforcement, United States Nuclear Regulatory Commission,

Washington, DC 20555-0001.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
