SUBJECT: NRC INSPECTION REPORT NO. 50-445/99-06; 50-446/99-06

Dear Mr. Terry:

This refers to the inspection conducted on March 29 through April 2,1999, at the Comanche

Peak Steam Electric Station, Units 1 and 2 facilities. The purpose of this inspection was to

focus on the radiation protection program activities during the Unit 2 refueling outage. The

enclosed report presents the results of this inspection. A telephonic exit meeting was

conducted with members of your staff on April 28,1999.

In general, the radiation protection program was well implemented. However, a number of

problems were identified by the NRC. These included three examples of failing to survey, three

examples of failing to fully evaluate the use of temporary shielding, two instances of failing to

post hot spots, and two occurrences in which personnel did not respond to continuous air

monitor audible and visual alert / fault alarms.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. The first violation involved three examples of failure to perform

radiological surveys, and the second violation involved the failure to perform complete

radiological evaluations on temporary shielding packages. These violations are being treated

as non-cited violations (NCVs) consistent with Appendix C of the Enforcement Policy. These

NCVs are described in the subject inspection report, if you contest the violation or severity

level of these NCVs, you should provide a response within 30 days of the date of this inspection

report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document

Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region

IV, and the Director, Office of Enforcement, United States Nuclear Regulatory Commission,

Washington, DC 20555-0001.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure, and your response will be placed in the NRC Public Document Room.
