that identifies staff concerns associated with TV Electric's December 29, 1989

response to an opentitem from Inspection Report 50 445/89 60 and 50 446/89 60.

The opinions expressed in the draft do not constitute a final agency position

on the matter. When'the staff has formulated a final position, you will be
